Risk Management Tool for Investors in Weak Governance Zones - Public Consultation

The OECD Investment Committee is developing a risk management tool to assist companies in responsibly managing their investments in weak governance zones. After extensive consultation in the early stages of development, the draft Risk Management Tool for Investors in Weak Governance Zones was made available for public comment through an online consultation which took place between 26 October and 23 November, 2005. Comments of all sorts were encouraged -- from a general assessment of only a few lines to detailed, point-by-point remarks. Comments received can be downloaded in pdf file format by clicking here. These comments will be used to improve the draft risk management tool to be considered at the next meetings of the Investment Committee. The tool is scheduled for finalisation in the first half of 2006.

This report describes what governments have done improve the effectiveness, transparency and timeliness of  their implementation over the June 2004-June 2005 period and addresses considerations for future action.

2004: OECD Investment Committee:
2004 Report by the Chair of the Annual Meeting of the National Contact Points of the OECD Guidelines for Multinational Enterprises

This report covers the June 2003-June 2004 implementation period and describes:
  • Adhering governments' promotional activities (page 5), including in the context of export credit and investment guarantee programmes (page 8).
  • NCP’s handling of the 78 specific instances filed to date (see page 11)
  • OECD follow up on the UN Expert Panel Report on Illegal Exploitation of Natural Resources in the Democratic Republic of Congo (page 13).
  • NCP’s assessment of the current state of Guidelines implementation and their suggestions for areas of follow-up during the June 2004-June 2005 period (page 21). In particular, they suggested that the Investment Committee explore the relationship between Guidelines implementation and national legal and administrative procedures. NCPs also thought that the 2005 Roundtable on Corporate Responsibility could look at the role of the Guidelines in non-adhering countries. At its September 2004 meeting, the Investment Committee agreed to take up these suggestions.
