Allegations
On 11 August 2026, three individuals from the Sundarbans region of Bangladesh and India filed a specific instance against Barclays PLC at the UK National Contact Point. The complainants are Sharif Jamil, a Bangladeshi environmental campaigner; Animesh Mandal, an Indian farmer and politician; and the Dakshinbanga Matsyajibi Forum, a trade union representing fish workers in West Bengal, India.
The complaint concerns Barclays’s provision of financial services to companies involved in the coal-fired Rampal Power Station project, also known as the Maitree super thermal power project. The complainants allege that Barclays breached the OECD Guidelines by not conducting sufficient due diligence on the human rights and environmental risks of the project before underwriting debt of NTPC Ltd, who is one of the joint-venture partners of the power station, and underwriting bond issues for the Export-Import Bank of India, which provided a loan for the project. The complaint alleges that the plant has increased greenhouse gas emissions and caused arsenic and mercury pollution of the nearby Sundarbans region, the world’s largest mangrove forest and the habitat of endangered species.
