Allegations

On 17 September 2026, FOSPI-PMFU (Forum Silaturahmi Pelaut Indonesia – Pingtung County Migrant Fishers Union) and Global Labor Justice filed a complaint against Dongwon Industries Co., Ltd. to the Korean NCP. The complaint concerns the Pacific albacore tuna supply chain of StarKist Co., Dongwon’s wholly-owned subsidiary.

According to the complaint, investigation by the complainants found evidence of forced labour among Indonesian migrant workers working on fishing vessels in StarKist’s Pacific albacore tuna supply chain, including deceptive recruitment practices, debt bondage, retention of documents, isolation at sea, excessive working hours and abusive working and living conditions. The complainants allege that StarKist contributes to the forced labour through its strategic control over StarKist. They further allege that Dongwon has refused to engage with FOSPI-PMFU after the union raised the findings with Dongwon.

The complainants ask Dongwon to comply with the Guidelines and to participate in remediation, including through regular engagement with FOSPI-PMFU and a commitment to address the causes of forced labour.
