The Trade Union Advisory Committee to the OECD (TUAC) and OECD Watch are currently consulting on their joint NCP Performance Index, which they have developed with a view to changing the status quo and creating pressure for positive change.

How would You Measure NCP Performance?

2016 marks the 40th anniversary of the OECD Guidelines for Multinational Enterprises, the OECD’s flagship instrument on responsible business conduct. Under the Guidelines, adhering governments have a binding obligation to establish National Contacts Points (NCPs) to promote the Guidelines and handle cases of violations submitted by NGOs and Trade Unions. While some governments have taken the necessary steps to meet this responsibility, all too many have not.

The NCP Performance Index is made up of a combination of process and outcome indicators covering the following areas:

  • NCP Institutional Arrangements;
  • NCP Promotional Activities;
  • NCP Procedures;
  • Policy Coherence;
  • NCP Peer Learning;
  • NCP Complaint Outcomes.

NCPs will be ranked according to their scores and the Index published at the November 2016 meeting of the OECD National Contact Points.

TUAC and OECD Watch welcome all feedback on criteria and weightings for the Index. Two consultation processes were held. The consultation over the first draft was held between June and August 2016 and a consultation over the second draft was held between November and December 2016. The final Index is expected to be published in 2017.
