Allegations

On 25 November 2025, Labour Behind the Lavel, Labour Education Foundation Pakistan, and Pakistan Institute for Labour Education and Research filed a complaint against Amazon.com, Inc. to the UK NCP. The complaint alleges failures by Amazon to conduct due diligence on its UK-registered third-party fashion seller supply chains, resulting in harms under Chapters IV (Human Rights) and V (Employment and Industrial Relations) of the OECD Guidelines, including forced labour, to Pakistani workers in supplier factories linked to products sold via its marketplace.

The complaint is submitted to the UK NCP due to Amazon’s significant presence in the UK online retail market and its role as a key enabler of business relationships that give rise to the issues raised. According to the complainants, Amazon.co.uk is the UK’s leading e-retail destination, and Amazon’s relevant third-party sellers are based in the UK and rely on the platform’s infrastructure to sell products directly to consumers. Amazon plays a critical enabling and intermediary role, facilitating sales and exerting significant influence over the conditions under which sellers conduct their business, including terms of participation, visibility, pricing structures, and fulfilment logistics. Accordingly, Amazon should carry out due diligence on these suppliers and exercise its leverage to address any harms arising.

The complainants are calling on Amazon to ensure remedy for the specific violations of workers rights detailed in the complaint, and to strengthen its due diligence requirements over all third-party seller supply chains.
