Allegations
On 17 July 2025, the Somalia Accountability & Transparency Organization filed complaints against the Bavarian State Mint, Emporium Hamburg Münzhandelsgesellschaft mbH, and Heimerle + Meule GmbH to the German NCP. The complainant alleges that since 2004, hundreds of millions of Euros worth of gold, silver, and other coins, including the popular gold and silver Elephant and Leopard bullion coins, have been produced and marketed by the Bavarian State Mint and its partners as legal tender of the Republic of Somalia without proper authority. The complaint focuses on Chapter VII of the OECD Guidelines (Combating Bribery and Other Forms of Corruption). Among other things, the complainants seek transparency by the respondent companies and restitution of the profits from the coinage program.
