Analysing NCP performance from the perspective of civil society
Our NCP evaluations report highlights important gains, but also significant and lingering gaps in NCP performance across complaint-handling, promotion, and organisation. It sets out detailed recommendations for both NCPs and governments to strengthen individual NCPs to fulfil the unique potential of the NCP system.
Since 2018, OECD Watch has analysed the performance of NCPs against key performance indicators focused on the handling of complaints, promotion of the Guidelines, and organisation of the NCP. The evaluation project seeks to improve individual NCPs and the NCP system as a whole, while also being a tool for civil society in filing complaints or advocating for NCP improvement.
OECD Watch has assessed each individual NCP against a set of 38 key performance indicators, and this paper outlines the key findings and analysis of how NCPs are performing across key areas of importance. Overall, the evaluation highlights that while there have been some improvements in NCP performance over the last five years, significant gaps remain.
The paper focuses on key areas that underpin the effective functioning of an NCP. These include whether the NCP is transparent, visible, accessible, compatible with the Guidelines, and accountable. These are in line with the core effectiveness criteria set out in the OECD Implementation Procedures. It also shows to what extent NCPs are taking up their mandate to promote responsible business conduct policy within their own governments, involving stakeholders in complaint-handling, and whether NCPs are receiving adequate financial and staffing resources to conduct their work.
