On 11 January 2025, Justice for Iran/Justice Beyond Borders filed a complaint against Axis Communications at the Swedish NCP. Axis Communications is a Swedish manufacturer of network cameras and audio devices for the security and video surveillance industries. The complainant claimed that the company’s CCTV cameras were used by the Iranian government to identify protestors and women defying the compulsory hijab. The complainant requested the company to cease all alleged business in Iran and with entities that use their technology to violate human rights.

Outcome
On 25 April 2025, the Swedish NCP accepted the complaint in its initial assessment and offered its good offices to the parties.
In its response to the complaint, the company said that Axis currently had no business in Iran, including products sold in Iran or to Iranian distributors. However, until 2020, the company sold cameras to a distributor with Iran included in its distribution territory, meaning that before 2020 their cameras could have been sold to the Iranian government. To prevent their products from being used in Iran, the company now uses geo-blockers prohibiting any updates to their products in Iran.
In June 2025, the parties attended mediation in-person in Stockholm. According to the NCP, “After having had their first bilateral meeting, the parties reached and shared the following common statement: In the spirit of cooperation and given the potentials and challenges that different types of technology pose, Justice for Iran/Justice Beyond Borders and Axis Communications agree to continue to hold dialogues on issues relating to technology and human rights.”
The NCP encouraged both parties to continue their dialogue and to exchange information in accordance with the joint statement. If needed and asked for by the parties, the NCP will assist with these discussions. The NCP scheduled a follow-up meeting within one year from the date of its final statement.
