Allegations
On 15 June 2026, Solutions for Our Climate (SFOC) filed a specific instance against Japanese financial institutions Sumitomo Mitsui Banking Corporation (SMBC), Mitsubishi UFJ Financial Group (MUFG), Mizuho Bank, Japan Bank for International Cooperation (JBIC) and Nippon Export and Investment Insurance (NEXI) at the Japan NCP. The complaint concerns the institutions’ financing and insurance of the Mozambique LNG project, which is led by TotalEnergies.
The complainant alleges that despite evidence of worsening conflict and human rights violations in Cabo Delgado in northern Moazmbique linked to the project, including violence against civilians, unlawful detention and abuse at the project site and displacement of communities without adequate compensation, the financial institutions continued financing the project without conducting adequate and independent human rights due diligence or making efforts to prevent or mitigate the impacts. In particular, the complaint alleges that JBIC and NEXI committed in total more than USD 5.5 billion in financing and insuring the project.
The complainants are calling on the institutions to support and conduct independent investigations into the human rights abuses connected to the project and to ensure effective remedy for affected communities.
This complaint follows another complaint filed on 5 June 2026 at the Japanese and UK NCPs by Justiça Ambiental (JA!) / FoE Mozambique and Friends of the Earth Japan against Mitsui E&P Mozambique Area 1 Ltd., the second biggest investor in the Mozambique LNG project.
