Allegations

On 24 June 2026, Mexican organizations Comité Ixtepecano en Defensa de la Vida y el Territorio, GeoComunes, and Observatorio Comunitario del Agua, as well as the international organisation Collaborative Research Center for Resilience, filed a complaint against Copenhagen Infrastructure Partners P/S (CIP) at the Danish NCP. CIP is a Danish investment company focusing on infrastructure developments, particularly green power, and is funded by several Danish pension funds.

The complaint alleges that CIP, including through its subsidiary Helax Istmo, failed to conduct adequate environmental and human rights due diligence, and failed to  disclose material information in relation to its investments in one of the largest green energy projects in Latin America – a wind turbine and solar cell park in the the Isthmus of Tehuantepec, Oaxaca, Mexico.

According to a Danwatch media article: “The complainants criticize CIP for the seizure of agricultural land, loss of water resources and deforestation, which they believe have negative consequences for the environment and the living conditions of the locals in Oaxaca in southern Mexico.  According to the complaint, CIP has neglected to involve local communities and withheld information about possible impacts on nature and the environment, as well as ignoring the rights of several rural communities over the land.” (Translated from Danish)

According to Coline Schupfer Galia, senior lawyer at the Collaborative Research Centre for Resilience and spokesperson for the complainants:

“The case reflects a growing recognition that the green energy transition cannot happen at the expense of indigenous peoples’ rights. It also raises fundamental questions about ‘energy for what – and for whom?’ Who is the so-called green transition really for?” (Translated from Danish)
